Little big foot or the eighth dwarf???

It has come to my attention that down in Argentina {ar-jen-ti-na} there is a small person that is running amok and scaring the citizens of a small fishing village. This small person is about 3' tall, wears a very tall pointy hat and only comes out at night. He/She has a very peculiar walk, almost sideways and dragging its right foot. I am undecided what it is but I have some theories: 1. it could be an alien from a distant galaxy 2: it could be a mentally confused chimp 3: it is a person just like you or me and He/She wants to be left alone.
